Abstract

This policy brief summarises the key conclusions and policy recommendations from a February-March 2026 gap analysis on the adoption of regenerative agriculture and productive use of renewable energy (RA-PURE) approaches among smallholder farmers across seven counties in Rift Valley and Western Kenya. Despite strong demand, with 97% of farmers willing to adopt RA-PURE solutions if supported, actual adoption remains low, held back primarily by high upfront costs and limited access to finance rather than a lack of awareness or willingness.

The brief identifies solar-powered irrigation as the primary RA-PURE entry point, combining direct relevance to the dominant climate challenge of drought with strong farmer preference. A biogas-bioslurry pathway, particularly evident in Nandi County, emerges as a high-potential secondary route. Across all data sources, the core gap is practical integration at the farm level: RA practices and energy access coexist in most counties but operate independently, pointing to the need for farm-level packages that connect existing practices and technologies rather than introducing entirely new systems.

The brief highlights significant county-level variation in readiness and adoption of RA-PURE approaches, calling for differentiated implementation strategies. It also underscores the importance of coordinated delivery models across specialised suppliers, trusted information channels such as farmer groups and extension services, stronger institutional integration into county planning and policy frameworks, and targeted inclusion of women and youth. Informed by primary data from 537 respondents, the brief closes with ten concrete programme recommendations to accelerate equitable and sustainable RA-PURE adoption across the region.
